In order to implement the CPC Central Committee and The State Council to promote foreign trade to ensure stability and improve the quality of the work deployment, further play the role of customs credit management functions, support enterprise rescue and solve difficulties, the General Administration decided on the basis of the original management measures, to implement the following facilitation measures for advanced certification enterprises:

? ? ? ? I. Priority laboratory testing.If import and export samples of advanced certification enterprises need to be sent to the laboratory for testing, check the “Urgent” option on the interface of laboratory management system for testing, and issue the test report immediately after the test.

? ? ? ? II. Optimize risk management measures.Further optimize the risk management measures of low risk matters in advanced certification enterprises.

? ? ? ? III. Improve supervision of processing trade.The customs may determine whether to carry out inventory checking and the proportion of commodity value to be withdrawn by the customs in consideration of the actual situation of the advanced certified enterprises that are subject to processing trade account book management.

? ? ? ? IV. Optimize verification operations.For the same advanced certification enterprise, the implementation of management inspection work overlay.

? ? ? ? V. Give priority to port inspection.Priority shall be given to port inspection for import and export goods of advanced certification enterprises.

? ? ? ? VI. Priority should be given to territorial inspections.Priority shall be given to local inspection of import and export goods of advanced certification enterprises.

? ? ? ? According to the “People’s Republic of China Customs registration and archival enterprise credit management measures” (General Administration of Customs No. 251 order, effective from November 1, 2021), sorted out the General Administration of Customs level of advanced certification of the original facilitation measures “benefits” are mainly as follows:

? ? ? ? Article 30.?Advanced certification enterprise is China Customs AEO, applicable to the following management measures:

? ? ? ? (I) The average inspection rate of import and export goods is lower than 20% of the average inspection rate of enterprises that adopt conventional management measures, except as stipulated by laws, administrative regulations or special provisions of the General Administration of Customs;

? ? ? ? (II) The average proportion of sample inspection in the origin investigation of export goods is less than 20% of the average proportion of sample inspection of enterprises, except as stipulated by laws, administrative regulations or special regulations of the General Administration of Customs;

? ? ? ? (III) giving priority to customs clearance procedures for import and export goods and related business procedures;

? ? ? ? (IV) give priority to recommending registration of export enterprises of agricultural products and food to other countries (regions);

? ? ? ? (V) may apply to the Customs for exemption of guarantee;

? ? ? ? (VI) Reduce the frequency of enterprise inspection and verification;

? ? ? ? (VII) Declaration may be made to the Customs prior to the arrival of export goods in the customs surveillance zone;

? ? ? ? (VIII) The Customs shall establish coordinators for the enterprises;

? ? ? ? (IX) National or regional customs clearance facilitation measures for mutual recognition of AEO;

? ? ? ? (X) the joint incentive measures for good faith implemented by the relevant state departments;

? ? ? ? (XI) Priority for customs clearance after the resumption of international trade interrupted due to force majeure;

? ? ? ? (XII) other administrative measures stipulated by the General Administration of Customs.

? ? ? ? Article 33.?Subparagraph (3) “(3) Where an enterprise is absorbed and merged, the existing enterprise shall apply the certification or recognition results of its original credit status;”
