To support plant seeds, seedlings or other propagating materials (hereinafter referred to as “seed”) introduced, on the premise of effectively ensure that biological safety, speed up the port shall, according to the law of the People’s Republic of China on entry and exit animal and plant quarantine law “and the implementation of the relevant provisions of the regulations, for eligible import enterprise, allows it to import seedlings lift-off of the conditional facilitation measures. The relevant matters are hereby announced as follows:

　　I. The conditional removal mentioned in this announcement refers to that the imported seeds and seedlings that have been sampled and submitted for inspection after no abnormalities have been found in the on-site inspection at the port are allowed to be removed from the customs supervision area of the port and stored in places meeting the requirements of epidemic prevention according to the application of the enterprises before the results of laboratory quarantine appraisal are issued. After the laboratory quarantine appraisal result is issued, the enterprise shall go through the customs clearance formalities with the customs release notice.

　　II. An import enterprise that meets the following conditions may apply to the port Customs for conditional withdrawal:

　　(1) the customs credit rating is not a trust-breaking enterprise;

　　(2) Self-owned or entrusted storage sites shall be assessed and confirmed by the Customs to comply with relevant epidemic prevention regulations, including relatively independent storage space, perfect storage management system, prevention of escape of harmful organisms, clean and tidy environment, etc.

　　III. When making customs declaration through “single window”, enterprises should check the application of “Conditional Lifting” under “Two-stage access” and attach the customs assessment report. Port inspection found no abnormality, after completing the sample submission can be removed to the storage place.

　　IV. Import enterprises shall abide by the relevant provisions of customs supervision, and shall not transfer the relevant goods from the storage place, sell and use them without the permission of the Customs.

　　V. During the period of transportation and storage, once it is found that the enterprises are transferred, sold or used without authorization, the customs will immediately cancel the above facilitation measures and investigate the relevant enterprises for their responsibilities according to law and regulations.

　　VI. This Announcement is applicable to the warehousing sites and the entry ports in the same directly subordinate customs area. If the warehousing sites and the entry ports are in different directly subordinate customs areas, the import enterprises may make an application.

　　VII. For imported seedlings that should go through other procedures according to law, relevant provisions shall be followed.

　　This announcement will take effect from July 5, 2022.
