I.What is a customs declaration unit?

According to the Provisions of the People’s Republic of China on the Archival Administration of Customs Declaration Units (Order No. 253 of the General Administration of Customs), customs declaration units refer to the consignor or consignee of import and export goods and customs declaration enterprises that are archival at the customs in accordance with the above provisions. Customs declaration units may handle customs declaration within the territory of the People’s Republic of China.

? ? ? ? “Consignee or consignor of import and export goods” refers to the market entities directly importing or exporting goods within the territory of the People’s Republic of China according to law.

A customs declaration enterprise refers to an enterprise that accepts the entrustment of the consignee or consignor of import and export goods and, in the name of the principal or in its own name, handles customs declaration as an agent to the Customs and provides customs declaration services.

The consignee or consignor of import or export goods and the customs declaration enterprise that apply for the record shall obtain the qualification of market entity; Where the consignor or consignee of import and export goods applies for the record, it shall also obtain the record of foreign trade managers (except as otherwise provided by laws, regulations and departmental rules).
